His administration did have illegal contacts with Russia, a member of his administration was convicted of lying to the FBI about it. The Mueller report found plenty of evidence of Russian interference in the election in support of Trump, it couldn't find evidence of collaboration but also found many cases where the administration obstructed or withheld evidence that may have shown such collaboration. Its highly likely if the justice department was independent from the executive members of Trump's WH, if not Trump himself, would have been charged.
