Sony is a cargo cult that believes their nothing-burger IPs will become the new Star Wars/Marvel if they create enough spin-offs and merchandise.
Not a single Sony franchise is actually recognizable to the general public, and the vast majority of g*mers who buy them are not "fans." Millions of people bought Horizon Zero Dawn, and they thought it was okay, and they might buy a sequel. But it's not like a "thing." Executives don't know the difference between people who bought a thing, and obsessive mega-fans, because they already got your money. The spreadsheet says you're a fan.
Sony is extremely insecure and unable to accept that they simply make disposable entertainment products that many people enjoy. Ubisoft accepts this niche. But Sony wants to be beloved.

They used to be, but they decided to abandon everything that was iconic about their brand or rehabilitate their image to produce the safest, blandest slop you can imagine. The only reason I ever hear about Horizon is people pooping on it. They used to have Jak and Daxter, Ratchet and Clank, Crash Bandicoot as system sellers. Ratchet and Clank might still be around, but its lost all the edge that made it an iconic game and ironically became the kind of corporate product that the original series mocked.
