We had tight capital controls too and far few people traveled out of the country so it was easy for govt to keep track but money naturally flowed, you can't really do anything to something like say a credit union that accepts deposits in your country, in cash, and hands them out at the other with a cut. With modern e finance you have stuff like paypal, lots of services really that could bypass it. Being able to control that flow would require you to put restrictions on all cross border transactions which won't go down with your plebs addicted to chinkshit shopping apps.

. America is not a right, it's a privilege to non-naturally birthed white citizens.
