There are more people in it then there are citizens because anyone with work authorization has a SS number and their spouses and unmarried children <21 also has a SS number. If he has plans to improve data entry to reduce the error rate fantastic, if he has a worldwide death certificate interchange so they can accurately record deaths also fantastic.

When someone applies for OA they take a copy of the SS tax payments associated with that name, SS & DOB from the master earnings file and then copy it to the modernized claims system. They then validate that person is eligible to receive benefits and use their tax payments to calculate benefit amounts. MCS then setup payment via TD ASAP so people get their gibs.

The MCS part of the system is modern, they continuously improve it which is why admin overheads have been in steady decline since the 80's. The MEF part is also from the 60's like the numbers file. The reason for this is the need to integrate with the IRS and other agencies, modernizing beyond what they already have would be pointless spending for what is just a copy of tax data. There needs to be a very good reason to replace MEF.
