The government doesn't have enough money to operate indefinitely without parliament resuming and all the parties, the NDP now included, have made it clear they intend to bring down the government at the earliest opportunity. I think it might be possible to say that an International Emergency might give them the authority to appropriate funds (see Section 30) but that would set up a constitutional crisis. Parliament could also revoke the emergency. (2)
