It was probably not an age-appropriate cut, and he didn't know any better way to say that you look like you're trying to attract sexual attention at too young an age. The purposeful bearing of skin that's not typically bare is fairly widely and historically viewed as a sign of attempting to attract sexual attention. Age 15 is considered by many to be too young to responsibly wade into those waters, hence parental guidance. I don't know how to word it more diplomatically than that.
