The appointment of Merick Garland alone was a failure. More importantly though: for a fire that severe, there is a fairly good chance the concrete building will need to be demolished anyway. Concrete won't burn, but it can be damaged by fires in other ways: expansion, corrosion, spalling, cracking, etc. This is also a major factor in other regions in the US with different disaster risks.
